You misinformed him, you can't do this with a PMG editor, you have to use another tool to split the part in two then delete the extra polygons.

As for this mod request, I'm pretty sure cut down Tara trees is already in Tiara or something else in the files section like Opatio. Not sure about the Tir Chonaill Trees though. But you could always use the same model as the Tara ones to replace the Tir ones.
