If you checked out the chat that Nexon had with Mabinogiworld, you'd know that the second row of hotkeys should supposably be coming back in August with the g14s5 updates. :3 Also those amazing range buffs. Sigh.
Nexon claims to be bringing it back, you'll get it back then.
As for the mod that brought it back after the initial removal, it's been broken, and the guy who posted it for us, has posted he knows absolutely nothing about mods besides the visuals like PMG swaps.
So unless someone decides to take over the mod and figure out how to repair it, it'll be broken and remain as such.
The update is in august, when they will be bringing the feature back to the game.
An alternative.
Rearrange the skills on your skill list, under all, combat, magic,etc.
Set 1-9 to be skills from the top of the list, set htokeys to switch between different lists.
(I think default is ctrl+1/2/3/4)
This frees up spots for skills you can't normally be hotkeyed by the 1-9 keys. Using the hotkeys for F#'s.
It's not better than an entire extra bar, and requires memory.
But it's the best I can think of right now.
Idk if u noticed... or maybe i over looked it... but maybe u should edit the part about UT... u need to delete db from the data folder before u run the data packer...
i mean its a bit obvious but im sure someone somewhere will be askin why it didnt work 
I will not add this, they will have to figure it out themselves, hopefully by reading the data folder section and cluing in one the fact the data packer would need to be undone before deletion.

By the way, your .XML guide says you can't make final hit last 999999999 seconds. But it does. O-o Just that it cancels when you target anything or run out of stamina.
A purely visual effect, and actually breaking the game to have infinite final hit, two very different things.
Trust me, people have tried to edit skillinfo.xml to make infinite final hit. Then whined to me when it wouldn't work right.
So, I put you can't do such a thing, you can't break the game with an xml, don't try, don't female dog about it when you fail, I will just yell at you for trying it, and not help at all.
Don't try and break the game people, just no.
