...either you deleted your full.pack (because you didn't do what i said) or you never had a full.pack which is the cause to your problem ie you deleted it at some point in the past.
check your recycling bin if you still have ###_full.pack or just goto 'advanced features' and click 'Redownload current version in full'.

You all remember the old Elf Lag? The immobilizing kind? I'm getting that while in combat, especially while using magic, and I cant move, cancel the skill, or do anything until it stops. XMLs arent properly updated and I don't understand how to update them at all despite them being shown on the forums. Makes no sense at all. >.> Soo yeah. Immobilizing Lag. That only I am getting.

The elf lag is different since that was a glitch in the aiming animation for elves.
Anyways...you could always delete the XML's. I'm guessing it'd just be data/db/skill/skillinfo.xml
Then re-use Data Packer.

It was either Starstream Burst, or Kotomine Kirei cutting bullets while out-running Triple Accel.

I seem to have broken something with crackshield. I have been using the steam version of mabinogi with tiara and abyss installed, but today I installed the Nexon website version of the game. Either it didn't like crackshield being ran(was on during install forgot to turn it off) or it doesn't like me having the steam version installed. I can't run crackshield anymore in the steam folder because it just pops up with error code 1. I've tried completely removing Tiara all data packed mods and abyss then reinstalling but that didn't do anything. If possible I'd prefer to keep the C:/Nexon version clean of mods (Long story).

Reinstall crack shield (in both directories). The one you're running needs to match in location the version of mabi you're using.

That is to say, you can't run crack shield from the steam version while trying to play the nexon version. Sorry.

Hmm... I'd try to reinstall the steam version, it's tricky keeping both when they use the same registry locations.

Ok so I tried reinstalling again and now it suddenly works, and I have no idea why...
Oh well it's working now so thanks I guess. 

Now to figure what is blocking mabinogi on my brother's computer even though he has zone alarm and windows firewall turned off I wish nexon had some decent tech support or some kind of debugger so I could at least find out exactly where it's getting stopped

I've noticed that regardless of what you choose, Tiara decides to download some mods anyway. Among the ones I've noticed are the Talent levels and CP descriptions.

that's impossible

i should elaborate that the CP descriptions do come with autobot independent of mod choices, but not talent levels, and i will change that; i do have to include mods like showing names above everything for the bot's to work though.

Speaking of bots, don't know if it's just me but the current UOT installer has the 166 version of autobot and asks me to update every time I run the setup for UOT.

yea, the autobot setup that comes with uo tiara has always been v166 so far and i will update the setup file it downloads every 15-20 revisions or so, but once autobot is ran it will always update to the current revision.

and of course reinstalling uo tiara is reinstalling the v166 again even if you've previous updated autobot.

and i won't go into details on why i've always done this even before adding it to uo tiara.

I've confirmed that there was an error in my UOTiara somewhere, because xmls weren't working no matter what, and when I reinstalled it and gave it UOTiara I couldn't even start the game because of hackshield error. I reinstalled AGAIN and didnt give it UOTiara and I'm not having this immobilizing delay where I can't attack or move items around while in combat. I tested it while rafting where it's most common without UOTiara on, and clicked like hell and there wasn't a single delay. Something had to went wrong. It's not like the classic elf lag because I can't get hit, it's almost like I'm disconnected but I can still see everything around me moving. Any ideas why UOTiara was causing this weird delay?

you would need to test it more thoroughly since i've never seen or experienced this as it's the opposite of what uo tiara is designed for.

try removing different folders and files of uo tiara to trace the file or mod causing this for you, like abyss or using data packer/logue's mabipacker instead.
